Phoenix Advisors, LLC was founded in 2004 to fulfill the unmet needs of schools and government by providing expert assistance in issuing debt and financial and budget management. We work with local governments and school boards who will benefit from having a Wall Street level of experience and service on their side. David B. Thompson
Chief Executive Officer
David Thompson is known and respected for his knowledge and expertise in the field of public finance. He brings nearly 40 years of experience to clients and has a thorough understanding of all aspects of municipal bonds, including authorization and issuance processes and as well as their underwriting and trading in the marketplace.
Former Senior Vice President of Commerce Capital Markets, and former President of Cypress Securities, Inc., Dave has served as senior banker and advisor on a broad range of financings, working with municipalities, counties, school districts, independent authorities, special tax districts, and state government.
A graduate of Rutgers University, with a degree in business administration, and the Securities Industry Institute at the University of Pennsylvania's Wharton School, Mr. Thompson is also a former mayor and school board member.
Sherry L. Tracey
Senior Managing Director
Sherry Tracey is a principal shareholder and member of the management committee of Phoenix Advisors. Sherry has over a decade of experience working with local and state authorities, municipalities and school districts in tax exempt and taxable new money, refunding and debt restructuring issues. Sherry leads our efforts in redevelopment financing. She is experienced in financial analysis, portfolio construction and cash management, and she brings superb research, analytical, and presentation skills to clients. Prior to launching Phoenix Advisors, Ms. Tracey served as an investment banker with Commerce Capital Markets.
Sherry is a graduate of The College of New Jersey with a Bachelor of Science in Marketing. She is also certified as a School Business Administrator.
Anthony P. Inverso
Senior Managing Director
Anthony P. Inverso is a principal shareholder and member of the management committee of Phoenix Advisors and has over ten years experience working with local and state authorities, higher education institutions, municipalities, and school districts.
Over the past two years, Anthony has provided financial advice on complex fixed and variable rate new money and refunding debt for colleges and universities in New Jersey. Anthony's extensive résumé includes four years as a financial advisor, working with Acacia Financial Group, Inc. and Public Financial Management, Inc., and six years as an investment banker with a regional investment banking firm.
Mr. Inverso graduated from the Wharton School of the University of Pennsylvania where he received his Bachelor of Science degree in Economics, with a concentration in Finance.
Matthew A. Spoerndle
Matthew Spoerndle is charged with managing and servicing the Connecticut market for Phoenix Advisors. His responsibilities include client relationships, engagement management and quantitative analysis related to the issuance of general obligation and revenue-supported debt, debt management plans, debt studies, rating presentations, refunding and escrow analyses, bond structuring and in-depth credit analysis.
Prior to joining Phoenix Advisors, Matt spent nearly nine years providing Financial Advisory service to Connecticut municipalities with People’s United Bank where he assisted communities in borrowing over $2 billion. Mr. Spoerndle is a member of the Government Finance Officer's Association and the Council of Small Towns.
Matt earned a Bachelor of Arts degree with a major in Economics and a minor in International Relations from the University of Pennsylvania in 1997. There, he was captain of the Ivy League champion varsity Track & Field team. He received an M.B.A. in Finance from Fairfield University in 2003.
Robbi S. Acampora, managing director, has extensive experience in budget development and analysis, long-term debt management and the development of capital financing alternatives. In addition, she has developed continuing education programs on various budgeting and program monitoring topics which were presented at all levels of government.
Robbi has decades of experience in municipal, school, county, and hospital finance. She has a background in municipal administration that includes serving as a CFO of Camden County, NJ. Prior to joining Phoenix Advisors she was president of Capital Financial Advisors, Inc. which she founded in 1993. She also has five years of public finance experience at a Philadelphia based financial advisory firm.
Ms. Acampora is undoubtedly a leading expert in alternative energy. She has been in the forefront of this important new area of cost savings opportunity for government and schools. She has worked with Sustainable New Jersey to promote the use of renewable energy and energy efficiency.
Robbi earned a Bachelor’s degree in accounting from Rutgers University.
Mary K. Lyons, managing director, is a specialist in municipal and school budget and debt analysis and is responsible for the development of software modeling applications needed to structure specific solutions for financing transactions. She has twenty-five years of experience as a consultant to tax-exempt issuers. She has developed various financial models, which are used to determine the feasibility of refunding securities. She has participated in $7 billion of tax-exempt financings.
Mary's resume includes 3 years at Public Financial Management, Inc. and 11 years as co-owner of Capital Financial Advisors, Inc. Ms. Lyons previously served as the Budget Director of a New Jersey County. Her responsibilities in that position included overall management for both operational and capital budgets.
Mary has recently broadened her consulting practice to cover energy generation and ESIP financing.
Ms. Lyons has a Bachelor's degree from St. Joseph's University and a Master's degree from Villanova University. She was the founding member and first president of a local education foundation in her local school district and is a member of the NJ Highlands Tax Stabilization Board.
Barry Bernabe joined Phoenix Advisors in 2014 with over 20 years of experience in providing municipal advisory services in Connecticut. Prior to joining Phoenix Advisors Barry was Senior Vice President in the Government Banking Group at Webster Bank for 13 years and prior to that he worked as a Vice President in Municipal Banking for People’s United Bank for eight years.
Barry’s previous work experience includes seven years with Fleet/Shawmut Banks. He has extensive experience in providing municipal advisory services to municipalities, school districts and regional water & sewer authorities.
His responsibilities include client management, quantitative analysis, rating presentations, and comparative credit analysis. Barry has extensive experience in preparing debt management plans, analyzing various financing alternatives and identifying refinancing opportunities.
Mr. Bernabe is a member of the Connecticut Government Finance Officers’ Association and the Council of Small Towns. Barry is a double graduate of the University of Connecticut holding a Bachelor of Science degree in Business Administration and an MBA in Finance.
Mark G. Squillante
Director of Compliance
Mark Squillante oversees Phoenix Advisors’ Continuing Disclosure Service. He is responsible for the firm’s internal compliance with the new and developing regimen of regulations imposed by the SEC and the MSRB.
After more than 25 years in the heavily regulated broker/dealer environment, Mr. Squillante’s distinguished management background in the underwriting of short-term municipal securities enhances the firm’s ability to adhere to applicable rules and regulations.
His extensive knowledge of the needs of municipal debt buyers relative to issuers’ financial data provides a unique perspective for his management of our secondary market Continuing Disclosure Service.
He is a graduate of Villanova University.
Sherald A. Wood
Sherald Wood is based in our office in Texas. She joined the Phoenix team in 2016 bringing over 25 years of experience in both public and private finance in the State of Texas. Sherald’s expertise in both municipal advisory services and underwriting municipal transactions allows her to provide efficient and cost effective solutions to each issuer.
Formerly Managing Director of Public Finance with Alluvion Securities, and Director of Crews and Associates Capital Markets, Sherald has served as advisor or investment banker on a wide scope of transactions for municipalities, counties, government subdivisions, economic and industrial development entities and healthcare facilities. She assists local municipalities in new bond transactions, refunding and restructuring debt, and assists with capital improvement planning.
A native of Texas, Sherald is a graduate of Sam Houston State University with a degree in business administration. She is also a certified grant administrator.
Donna Pearson has 15 years of experience in the financial services business, including 8 years as Operations Manager with UBS Financial Services. While at UBS, Ms. Pearson assisted with processing trades of stocks and bonds along with managing various office functions.
Through her depth of knowledge in several aspects of operations, Donna provides leadership to our support staff and management team.
Ms. Pearson joined Phoenix Advisors and is currently managing office operations, including processing proposals, editing Preliminary and Final Official Statements and finalizing debt service schedules.
Gar Keepers has 38 years of experience in public education, including 21 years as a school business administrator. Mr. Keepers served up to six school districts in a shared business services relationship through Gateway Regional High School District Business Services. In this role Gar was especially innovative, inaugurated efficiencies, and established himself as an effective and knowledgeable solutions provider.
A founding member of the Gloucester, Cumberland and Salem Counties Joint Insurance Fund, Gar served as Chairperson since fund inception in 1994. A fund trustee and organizer of the School Pool for Excess Liability Limits which serves 61 districts in southern New Jersey, he imparts a firm understanding of a district’s financial management needs. Gar’s years of experience in financial management and fiscal responsibility creates a strong bond with the philosophy of Phoenix Advisors in the ethical financial services provided.
A Rider University graduate with a degree in Commerce and Business Administration, Mr. Keepers continued his education at Brooklyn Law School and holds a Master of Arts in Administration and Supervision from Glassboro State College.
Ronald E. Novak
Ronald E. Novak brings over 30 years of experience in school business administration to the Phoenix team. Mr. Novak is a former business administrator for Princeton Regional Schools and Monroe Township, he also served as director of budget and finance for the Matawan-Aberdeen Regional School District. He was an investment banking associate with Commerce Capital Markets.
Ron holds a Bachelor of Science in Accounting from Rider University and a Master of Arts in School Business Administration from Kean College of New Jersey.
Matthew Sweeney, senior analyst, joined Phoenix Advisors, LLC in October of 2010. Matt is responsible for analytical support, refunding analyses, market and industry research, constructing issuer debt profiles, and composing bond offering documents. He also assists in developing client proposals and marketing literature.
Matt was previously employed as an intern with Phoenix Advisors over the course of three years during his minor league baseball off-seasons.
Matt spent nine seasons as a pitcher for Philadelphia Phillies’ and Houston Astro’s minor league teams and independent league organizations. He is now pursuing his bachelor’s degree through William Paterson University’s affiliation with Mercer Community College.
Denise Baxter, analyst, joins Phoenix Advisors, LLC with 18 years of experience in the public finance sector. Ms. Baxter’s responsibilities are market research, document development, transaction processing and quantitative support. Her duties include the compilation and development of materials for official statements, applications to regulatory and credit agencies, and public presentations.
Denise is an expert at researching bond and economic data and is experienced with the capabilities of TM3, Bloomberg, and other internet based informational sources. She provides quantitative support through data base management, bond sizing and general cash flow analyses.
Ms. Baxter earned a Bachelor’s degree from Rowan University.
Ms. Marino’s responsibilities include researching existing municipal bond issues as well as data mining. Additionally, she is responsible for assisting in developing proposals, presentations, providing preliminary groundwork for debt modeling, and supporting the daily operations of the office.
Ms. Marino graduated from Rutgers University – New Brunswick Campus with a major in Economics and minor in History.
Riley L. Green
Riley Green joined Phoenix Advisors, LLC in October of 2014. Mr. Green’s responsibilities include analytical support and industry research for our Milford, Connecticut office. Additionally he assists in developing proposals, rating agency presentations, and daily operations of the office.
Riley graduated from Fordham University, Gabelli School of Business with a major in Finance and minor in Economics.
Kenneth J. Turner
Kenneth Turner joined Phoenix Advisors, LLC in December of 2014. His primary responsibilities are in the areas of continuing disclosure and compliance services. Mr. Turner also assists in proposal writing, rating agency presentations, and analytical support.
He received his degree in Economics with a minor in Statistics from Rutgers University, New Brunswick Campus.
Brittney Chenosky joined Phoenix Advisors in October 2014. She has a background working with an accounting firm specializing in municipal and school auditing. Brittney focuses her talents on continuing disclosure projects while working closely with our Office Manager on daily office routines. Additionally, she is responsible for assisting in developing proposals and presentations. Brittney attends Mercer County Community College.
Bryan joined Phoenix Advisors in April 2016 with over six years of experience in public finance. Prior to joining Phoenix, he was Senior Vice President at NW Financial Group/NW Capital Markets where he was responsible for providing financial advisory and investment banking services to a number of municipal issuers in the Northeast region.
Mr. Morris has gained experience through a wide array of transactions involving tax supported debt, water and sewer utilities, redevelopment, and pooled loan programs. Mr. Morris’ expertise in debt models, financial projections, and ratings presentations has enabled him to meet client’s changing needs and offer insightful approaches to financings.
The transaction-related work has required him to create various debt structuring and bond modeling scenarios, prepare state oversight board applications and offering documents, evaluate underwriter proposals and coordinate transactions from inception to closing.
Mr. Morris graduated from The College of New Jersey with a Bachelor of Science in Business Administration – Finance.
